What is happening in our Rajya Sabha is happening in the HOUSE OF LORDS also. The Upper Houses were created with the intention to moderate the view of Lower House since as ELDERS they were supposed to exercise their unprejudiced independent views and vote keeping in view ONLY THE NATIONAL INTEREST and NOT TO SERVE THEIR POLITICAL AGENDA. Time has come to revisit this matter and bringout necessary changes to the COMPOSITION OF UPPER HOUSES to justify their original intention. I suggest 2/3rd members can continue to be elected under present system to represent Political Parties and 1/3rd elected by various non-political associations like Camber of Commerce, Trade Unions, University Syndicates, Medical Association, Scientist Associations, Bar Council, Press Council, NGOs etc. This will strengthen Parliamentary democracy.

ONE RANK ONE PENSION FOR EX-SERVICE PENSIONERS          
Till the year 1973, the above OROP concept was practiced in India.
As per CPC-3 views the then Govt. of India under Smt. INDIRA GANDHI
Abolished this Practice   which was strongly protested by Defence  Personnel but  with NO RESULT.
Now that Govt. has in principle agreed to re-implement this Concept and the bottleneck seems to be huge financial burden (8000+ Crores per year) and also
genuine fear how this concept can NOT be limited to Defence Pensioners alone and If it is to be eventually implemented for all Central and State Governments Pensioners, what will be the financial impact on our country’s economy, since Pension Payments will be much more than Salary payments to serving Govt. employees.  The recent happening at Greece  is adding fuel to our genuine concern.
I, as not only as a Senior Citizen but also an Ex-service Pensioner since 1975 , thought over the matter and after considering all aspects  and also always reminding myself “I am Indian first” , has come out with a Proposal which should satisfy all  though not fully.

Since the Pensioners of earlier period have already enjoyed Pension Benefits for such a long period (i.e. much more than active service), they should feel satisfied with this proposal.
